Home energy subsidies in Luxembourg: what the Klimabonus 2026 pays

The state’s Klimabonus 2026 pays fixed amounts for heat pumps, solar panels, insulation and windows, and many communes add their own top-up. What each measure gets, the conditions, and the order of steps that keeps the aid.

The short version

  • Heat pumps get up to 12.000 € (air-to-water) or 14.000 € (geothermal) when they replace oil, gas or direct electric heating, if ordered by 30 June 2027.
  • Solar panels get up to 10.000 € and a battery up to 2.250 €, by formula.
  • Insulation is paid per m², from 20 € to 155 € depending on the element, the material and the standard reached. The approval in principle must come before the work starts.
  • Many communes add 10 % to 50 % of the state aid, and renovation work on a main residence older than 10 years can be invoiced at 3 % VAT.

Subsidies by measure

What each measure gets

The Klimabonus 2026 is the state's aid for sustainable housing, set by the law of 24 July 2026. The amount in brackets is the higher rate for projects started in the first 18 months: for heat pumps, an order placed between 1 January 2026 and 30 June 2027 and invoiced by 31 December 2028; for insulation, windows, ventilation and energy advice, an approval in principle requested in the same period and an invoice by 31 December 2030.

The charging station aid is a separate scheme whose law, according to guichet.lu, has not yet been published in its final form.

Insulation rates: material and standard

The rate per m² depends on three things: the element (against the outside or against the ground or an unheated space), the insulation material (fossil-based with at least 50 % recycled content, mineral, or eco-friendly), and the performance standard reached (III, II or I, where I is the best). Eco-friendly material at standard I gets the most. Insulation on the inside only is paid 25 % less, and a 15 €/m² mark-up applies to recycled mineral material, certified sustainable eco-friendly material, and green roofs or walls. The building must be more than 10 years old.

Two routes: one measure, or a full renovation

One measure, without an energy assessment: for a single element such as the roof or the windows, a registered energy adviser or tradesperson applies for the approval in principle before the work.

With an energy assessment: an approved energy adviser assesses the building first. The assessment itself is subsidised, and when the building improves by at least two energy classes and reaches class C, B or A, the aid for the insulation measures rises by 20 %, 30 % or 50 %.

The order of steps
  1. Insulation and windows: approval firstBefore the work starts, a registered energy adviser or tradesperson applies for the approval in principle. Work started before it is not subsidised.
  2. Technical installations: order and installHeat pumps, solar panels and boilers need no prior approval. For heat pumps, the order date decides whether the higher amount applies.
  3. One invoice per measureWith pre-financing, each renovation measure needs its own application and its own invoice. Asking for one invoice per measure from the start keeps every application simple.
  4. Apply for paymentAfter the work, apply to the Guichet unique des aides au logement, at the latest 4 years after 31 December of the invoice year. Then apply to your commune.

Pre-financing from 2027

From 1 January 2027 you can choose to have the aid deducted from the invoice for insulation work, heat pumps, solar panels and batteries. A company listed in the register of intermediary applicants files the application through MyGuichet.lu and passes the full aid on to you as a lower price. The standard application after the invoice remains available.

Commune top-ups

Many communes add their own aid on top of the Klimabonus, most often 10 %, 25 % or 50 % of the state amount, with a cap that differs from one commune to the next. Some only pay for some measures, and some only after oil or gas heating is replaced. Many regulations cap state and commune aid together at 100 % of the cost, and most expect the commune application within six to twelve months of the state's decision. Klima-Agence's aid simulator shows the amounts for your commune.

3 % VAT

Renovation work on a home that is your main residence and more than 10 years old can be invoiced at 3 % VAT instead of 17 %. For the company to apply 3 % directly, approval must be requested before the work and the quotes must total at least 3.000 € excluding VAT; otherwise you claim the difference back afterwards. The advantage is capped at 50.000 € per dwelling. Solar panels on private housing are invoiced at 3 % directly. Details: 3 % VAT on renovation.

The order in which to combine insulation, windows and heating is covered in Klimabonus: renovation aid in the right order.

Questions

Do I have to apply before the work starts?

For insulation, windows and ventilation, yes: the approval in principle must be requested before the work. For heat pumps, solar panels and boilers, you apply after the invoice.

Can I combine state and commune aid?

Yes. The commune pays on top of the state aid, usually as a share of it. Many communes cap the two together at 100 % of the cost.

What does the amount in brackets mean?

It is the higher rate for early projects: heat pumps ordered between 1 January 2026 and 30 June 2027, and insulation, windows, ventilation and energy advice whose approval in principle is requested in that period.

Is a new gas or oil boiler subsidised?

No. The Klimabonus 2026 covers heat pumps, wood and pellet boilers, solar thermal and heat network connections, not fossil-fuel boilers.
