How to choose the right provider

Check OAI registration

Architects in Luxembourg are registered with the Ordre des Architectes et des Ingénieurs-Conseils (OAI), whose member directory is on oai.lu.

Someone offering to draw the permit plans who does not appear in the OAI directory.

Look at comparable projects

Ask to see built projects of a similar size and type in Luxembourg, and ask who in the practice will run your project day to day.

Agree the fee in writing

A convention d'honoraires should list the phases included (design, permit, tender, site supervision), how the fee is calculated and the payment stages.

Ask who else is needed

Structural engineer, building services engineer, energy performance certificate and surveyor are often separate mandates. Ask which ones the fee includes.

When to contact a provider

You are building a house

Involve an architect before buying the plot if you can: what is allowed depends on the commune's PAG and PAP, and the permit file is built on the architect's plans.

Extension, added storey or new openings

Work that changes the volume, the facade or the structure usually needs a building permit and a structural engineer's calculations. The architect coordinates both.

Before buying a plot or an old house

A feasibility study shows what can be built under the commune's rules, the buildable volume and a likely budget before you sign the compromis de vente.

You want help with the contractors

On a full mandate the architect writes the specifications, compares contractor offers on the same basis and checks the work on site until handover.

What to compare in quotes

  • Compare what each fee covers (design, permit file, tender, site supervision), how it is calculated and the payment stages; check the architect’s OAI registration.
  • The phases included: feasibility, sketch design, permit file, construction drawings, tender, site supervision and handover.
  • How the fee is calculated (percentage of construction cost or fixed fee), what changes it, and the payment stages.
  • Which engineers and studies are included or extra: structure, building services, energy performance certificate, survey.

Luxembourg checks before you hire

OAI registration

Check that the architect is registered with the Ordre des Architectes et des Ingénieurs-Conseils (OAI). The OAI publishes a directory of its members on oai.lu.

The commune's building rules

What you may build depends on the commune's general development plan (PAG) and, where one applies, a detailed development plan (PAP). The building permit (autorisation de bâtir) is issued by the mayor; have the architect check these rules before design starts.

A written fee agreement

Agree the services and the fee in a written contract (convention d'honoraires) before work starts: the phases included, how the fee is calculated and when it is paid.

Insurance and engineers

Ask for the architect's professional liability insurance certificate and which engineers (structure, building services, energy) are included or appointed separately.

FAQ

Do I need an architect in Luxembourg?

For a new house, an extension or a change to the structure, the building permit file is usually prepared by an architect registered with the OAI, who draws up and signs the plans. What your project needs depends on the work; the commune's building department can tell you before you start.

How much does an architect cost in Luxembourg?

There is no fixed tariff. A full mandate (design, permit, tender and site supervision) is often quoted at around 8–15 % of the construction cost, a feasibility study at €1,500–5,000 and a permit-only mandate at €2,000–6,000. Compare what each offer includes.

How long does a building permit take?

It depends on the commune and on whether the file is complete. Plan several months between filing and the permit, and longer if the plot needs a PAP or the plans have to be revised.

What should I prepare before meeting an architect?

The address and cadastral details of the plot or house, the commune's PAG/PAP extract if you have it, the rooms and surfaces you want, your budget and timing, and photos or existing plans for a renovation.

Useful cost signals

Feasibility study

1.500 € - 5.000 €

Usually a fixed fee. Depends on the plot, the commune's rules (PAG/PAP) and the number of options studied.

Concept and sketch phase only

1.500 € - 4.000 €

Fixed fee for a first design you can test with the commune and with your budget before committing to a full mandate.

Building permit application only

2.000 € - 6.000 €

Without design development or site supervision. A full mandate is usually quoted at around 8–15 % of the construction cost.
