How to choose the right provider
Compare quotes on the same specification
Ask every company to price the same plans and written description (cahier des charges). Otherwise differences in insulation, windows or finishes disappear into the total.
A turnkey price per m² without a written description of what it includes.
Ask about guarantees and insurance
After acceptance, builders are liable for ten years for major works (gros ouvrages) and two years for minor works (menus ouvrages). Ask how these guarantees are insured.
Check the payment schedule
Payments should follow completed stages (foundations, shell, roof, finishes) and never run ahead of the work. Agree a retention until the snag list is cleared.
Ask about capacity and timing
Ask who runs the site, which work is subcontracted, the planned start and the duration. Good builders are often booked months ahead.
When to contact a provider
You have plans for a new house
Once the architect's plans and description are ready, construction companies can quote the shell (gros œuvre) or a turnkey house on the same basis.
Extension or added storey
An extension combines foundations, masonry, roof and connections to the existing house. One contractor coordinating them avoids gaps between trades.
Opening a load-bearing wall
Removing or opening a load-bearing wall needs a structural engineer's calculation, temporary propping and a steel or concrete beam. It is mason's work, not a handyman job.
Several trades in one project
When demolition, masonry, electrics, plumbing and finishes overlap, a general contractor gives you one contract, one schedule and one party responsible.

- Have every company price the same plans and description; compare what is included, the schedule, the payment stages and how the ten-year liability is insured.
- A price based on the same plans and written description, with the exclusions stated (connections, earthworks, finishes).
- The schedule by stage, payments tied to completed work and any penalties or retention agreed.
- Proof of the autorisation d'établissement and insurance, and which work is subcontracted.
Luxembourg checks before you hire
Permits depend on the commune
Construction, transformation, facade, roof, demolition, and change-of-use work can require a building permit from the mayor of the commune. Interior work that does not touch structure, facade, or roof is usually lighter, but commune rules still matter.
3% VAT can apply only under conditions
Eligible housing construction or renovation work may use Luxembourg's super-reduced 3% VAT route when the home is used as a main residence and the AED conditions are met.
Check business authorisation
For regular commercial, craft, and many liberal activities in Luxembourg, ask who holds the autorisation d'etablissement and whether the quoted work matches that activity.
Ask for insurance in writing
Before work starts, get civil liability or professional insurance details in writing, especially when the provider enters your home, handles keys, or works on fixed installations.

How much does it cost to build a house in Luxembourg?
A turnkey house typically costs around €2,400–3,600 per m² of living area, excluding the plot, the architect and connection fees. The specification (insulation, heating, windows, finishes) and the ground conditions explain most of the range.
General contractor or separate trades?
A general contractor signs one contract for all trades and coordinates them, usually for a margin of around 10–20 % on the trade prices. Separate trades can cost less, but you or your architect then coordinate the schedule and the interfaces.
Does 3 % VAT apply to building a house?
Building a home used as a main residence can qualify for the super-reduced 3 % rate, with an application to the AED before the work starts. The VAT advantage is capped at €50,000 per home; check the current conditions on guichet.lu.
Does the construction company get the building permit?
Usually not: the owner applies to the commune with plans prepared by the architect, and the permit is issued by the mayor. The construction company starts once the permit has been granted.
