Heat pump

Heat pump subsidies in Luxembourg 2026: up to 14.000 € from the Klimabonus

A heat pump that replaces oil, gas or direct electric heating in an existing house gets 12.000 € (air-to-water) or 14.000 € (geothermal) if you order it by 30 June 2027. What you get, the technical conditions, and the steps that keep the aid.

The short version

  • An air-to-water heat pump that replaces oil, gas or direct electric heating in an existing house gets 12.000 €, a geothermal one 14.000 €, if you order it by 30 June 2027 and it is invoiced by the end of 2028.
  • Up to 3.500 € more is available for adapting radiators or underfloor heating (up to 2.000 €) and removing the oil tank (1.500 €).
  • The installer must request the inspection by the Chambre des Métiers within one month of commissioning. You apply for the aid after the invoice.
  • Many communes add 10 % to 50 % of the state aid, and the work can be invoiced at 3 % VAT in a main residence older than 10 years.

How much the state pays

The amount depends on the type of heat pump, the building, and whether the heat pump replaces a fossil-fuel boiler or an existing direct electric heating system. The amount in brackets applies when you order the heat pump between 1 January 2026 and 30 June 2027 and the invoice is issued by 31 December 2028.

House, no such heating replaced6.000 € (8.000 €)8.000 € (10.000 €)
Apartment building, per flat8.000 € (10.000 €), up to 24.000 € per building10.000 € (12.000 €), up to 50.000 € (60.000 €) per building

In an apartment building, the amount per flat is 5.000 € lower when no fossil-fuel boiler or direct electric heating is replaced. For a new house, an air-to-water heat pump gets 3.000 €, and 2.000 € per flat in a new apartment building, up to 10.000 €.

Heat pumps covered: geothermal heat pumps (probes or collectors), air-to-water heat pumps, and hybrid heat pumps that run without fossil fuel. An air-to-air heat pump (split air conditioning) is not on the list.

Extra aid you can add

  • Adapting the heat distribution (radiators, underfloor heating): up to 2.000 € in a house and 5.000 € in an apartment building, and never more than 50 % of the cost.
  • Removing and recycling the oil tank when an oil boiler is replaced: 1.500 €, with an invoice from a specialised company.
  • Replacing an oil boiler in a water protection zone: 2.000 €.
  • Solar thermal installed at the same time: the solar thermal aid gets a 1.000 € bonus.
  • Home energy management system: 500 €, for invoices from 1 October 2026.

Technical conditions

  • Efficiency: a COP of at least 3,1 at A7/W35 for air-to-water and at least 4,3 at B0/W35 for geothermal, measured under EN 14511.
  • Flow temperature: the heating circuit must be able to run at 35 °C. If it cannot, the heat pump must still reach the required COP at the flow temperature chosen.
  • Meters and balancing: an electricity meter on the heat pump's supply, a heat meter, and hydraulic balancing of the heating system.
  • Buffer tank in an existing building: at least 30 litres per kW of thermal output, unless the heat pump modulates its speed or output.
  • Noise: the sound power of an air-to-water outdoor unit (EN 12102) may not exceed 48 dB(A) up to 5 kW, 51 dB(A) between 5 and 12 kW, and 55 dB(A) from 12 kW. Above that, soundproofing or a noise assessment made before installation must show that the limit at the nearest plot is met.
  • Inspection: within one month of commissioning, the installer applies for the inspection by the Chambre des Métiers.
The order of steps that keeps the aid
  1. Compare itemised quotesAsk each installer for the model, its COP under EN 14511, the sound power of the outdoor unit, and separate lines for the buffer tank, meters, hydraulic balancing and any radiator work.
  2. Sign the orderThe order date decides the amount: between 1 January 2026 and 30 June 2027, the higher amount applies, as long as the invoice follows by 31 December 2028.
  3. Installation and inspectionWithin one month of commissioning, the installer applies for the inspection by the Building Inspection and Approval Department of the Chambre des Métiers.
  4. Apply for the aidAfter the invoice, apply to the Guichet unique des aides au logement through MyGuichet.lu or by post, at the latest 4 years after 31 December of the invoice year.

From 1 January 2027 you can choose pre-financing instead: a company listed in the register of intermediary applicants files the application and deducts the aid from your invoice. Pre-financing is not available for a heat pump financed by leasing, or when the aid plus your deposit would exceed the final price excluding VAT.

Commune top-ups

Many communes add their own aid on top of the Klimabonus, most often 10 %, 25 % or 50 % of the state amount, with a cap that differs from one commune to the next. Some pay only when the heat pump replaces oil or gas heating. Many regulations cap state and commune aid together at 100 % of the cost, and most expect the commune application within six to twelve months of the state's decision. Klima-Agence's aid simulator shows the amounts for your commune.

3 % VAT

Heating work in a home that is your main residence and more than 10 years old can be invoiced at 3 % VAT instead of 17 %. For the installer to apply 3 % directly, approval must be requested before the work and the quotes must total at least 3.000 € excluding VAT. Otherwise you can claim the difference back afterwards. The VAT advantage is capped at 50.000 € per dwelling.

What to ask for in your quotes

  • The model and its COP under EN 14511, so you can check the efficiency condition before signing.
  • Separate lines for the outdoor unit, buffer tank, meters, hydraulic balancing, radiator or underfloor work and oil tank removal. The last two have their own aid.
  • The sound power of the outdoor unit, or a noise assessment.
  • The order date on the signed order form: it decides whether the higher amount applies.
  • Confirmation that the installer will request the Chambre des Métiers inspection within one month of commissioning.

Questions

Does the order date or the invoice date decide the higher amount?

Both. The heat pump must be ordered between 1 January 2026 and 30 June 2027, and the invoice must be issued by 31 December 2028.

Do I need an energy adviser for a heat pump?

Not for the heat pump aid on its own: you apply after the installation. An energy performance assessment by an approved adviser is needed when you combine the heat pump with insulation work under the renovation route, and the assessment itself is subsidised.

Is an air-to-air heat pump subsidised?

No. The Klimabonus 2026 covers geothermal heat pumps, air-to-water heat pumps and hybrid heat pumps that run without fossil fuel. Air-to-air units (split air conditioning) are not on the list.

Can the installer deduct the aid from the invoice?

From 1 January 2027, yes, if the installer or another company listed in the register of intermediary applicants files the application. It does not apply to leasing, or when the aid plus your deposit would exceed the final price excluding VAT.

Does my commune pay extra?

Many do, usually a share of the state aid with a cap. Check your commune’s regulation or Klima-Agence’s aid simulator before you sign, because some communes only pay when oil or gas heating is replaced.
