TVA note. Primary-residence floor replacement as part of a declared renovation can qualify for the 3 % super-reduced rate via logement.lu. A 60 m² project at 3 % instead of 17 % saves €360.

Class and thickness drivers:

• AC3 is fine for bedrooms and low-traffic rooms; AC4 is the baseline for living areas and halls in LU
• Thickness governs durability and acoustics — 10–12 mm halves footfall noise versus 7 mm
• Waterproof HDF core adds €4–€9/m² but is sensible in kitchens and entrances

• Subfloor flatness. LU renovations often reveal a screed with 4–8 mm tolerance over 2 m; laminate requires 2–3 mm. A localised ragréage adds €8–€18/m²; a full self-levelling compound €22–€35/m².
• Underlay choice. A 2-mm basic foam is €2–€4/m²; a 5-mm PU acoustic underlay with vapour barrier is €7–€14/m². On a first floor above a bedroom, premium underlay is non-negotiable.
• Plank pattern and cut rate. Herringbone or diagonal cuts waste 12–18 % more plank versus 4–7 % for a standard running bond — push price up 10–20 %.
• Access and room count. Multiple small rooms with more edge-cutting cost €4–€6/m² more than an open 60 m² floor plan.

Laminate flooring is a regulated activity under the Métiers de la Parqueterie-Carrelage category. A declared artisan must hold an Autorisation d'établissement from the Ministère de l'Économie and be registered at the Chambre des Métiers. Working with an undeclared installer voids your home-insurance cover if a moisture issue damages a downstairs flat.

TVA:

• Standard rate 17 % on labour and material
• 3 % super-reduced rate on eligible labour lines for primary-residence renovation. Conditions: the dwelling must be your primary residence for at least two years after the works, the property must be at least two years old, and the dossier must be filed on logement.lu before the start date with the artisan's coordinates.
• Second homes, rental properties, commercial premises: 17 %

Copropriété — apartments. Laminate above a floor shared with another unit requires meeting a minimum acoustic performance (NF S 31-074 Luxembourg equivalent: ΔLw ≥ 19 dB). The copropriété règlement may demand prior syndic approval. Replacing parquet with floating laminate on a 1920s slab without documented underlay has led to neighbour disputes — budget €7–€14/m² for a compliant PU underlay in multi-unit buildings.

Communes. Declared artisans service Luxembourg-Ville, Esch-sur-Alzette, Differdange, Dudelange, Mersch and Ettelbruck. Rural communes add a small travel fee of €35–€80 per site visit.

Three quotes on a shared brief land ±15 %. A €38/m² quote against two €44/m² quotes usually drops a vapour barrier or an acoustic underlay — call and ask before choosing the lowest.

• Moisture surprise. A 1970s slab reading 4 % CM instead of 2,5 % needs a DPM (damp-proof membrane): €3–€6/m² extra or a full liquid DPM at €12–€22/m².
• Uneven subfloor. Tolerances worse than 8 mm over 2 m trigger a self-levelling compound: €22–€35/m².
• Door-bottom interference. Interior doors that drag on the new floor need undercutting (€18–€35 per leaf) or full replacement.
• Radiator-pipe cuts. Each pipe penetration costs €12–€24 in cut time and a matching rosette.
• Skirting painting. Pre-primed MDF often looks patchy after mitring and needs a topcoat: €3–€6/lm.
• Acclimatisation window. Laminate must acclimatise in the room for 48 h before fitting — if you skip this, the floor lifts within weeks. A serious artisan refuses to install on delivery day.

Red flags:

• No mention of plank brand or class in the devis
• No moisture reading included
• No underlay thickness or acoustic figure quoted
• "Décennale" absent from the header for projects above €5 000
