The main price drivers are the building's heat demand, the condition of existing pipework and radiators, access, electrical work and, for ground-source systems, drilling. A boiler replacement is often quoted in the €2,500–6,000 range, but several factors move the price. The amounts below are indicative.
Existing system If the existing pipework, radiators and expansion vessel can be kept, the job is simpler. Replacing pipework, adding a buffer tank or converting an open-vented system to a sealed one can add roughly €500–1,500.
Flue and ventilation A new flue route through a wall or roof can add roughly €400–900.
Appliance The appliance is only part of the price. Ask for the exact model, its output, its energy label and the warranty terms in writing rather than comparing brand names.
Labour and disposal Ask how many hours of labour are included and whether removal and disposal of the old boiler is in the price; it is often quoted separately, roughly €80–150.
Before replacing like for like A new fossil-fuel boiler is not eligible for Klimabonus. If you are considering a heat pump, ask for both options for the same house before deciding.

Points to check:
- Efficiency (COP): Klimabonus 2026 requires a minimum COP of 3.1 for air-to-water heat pumps (A7/W35) and 4.3 for ground-source heat pumps (B0/W35), determined under EN 14511. These are test-point values; real seasonal efficiency depends on flow temperature, insulation and emitters.
- Heat emitters: Heat pumps work best with low flow temperatures (underfloor heating or suitably sized radiators). If the house has conventional radiators, ask the installer to check whether they can stay.
- Running costs: Ask the installer to state the heat demand, efficiency and tariffs assumed in any running-cost or payback calculation. No saving is guaranteed.
- New houses: Klimabonus amounts for heat pumps in new houses are lower than for existing dwellings.
The subsidy can narrow the difference in upfront cost considerably, but the result depends on your quotes and on the amount actually granted.

Klimabonus 2026 — heat pump subsidies and conditions
Klimabonus aid for technical installations is granted by the Environment Administration; applications go through the Guichet unique des aides au logement. The official Klimabonus 2026 page sets fixed amounts, not a percentage of costs. For an existing single-family house:

The increased amount applies when the order is dated between 1 January 2026 and 30 June 2027 inclusive and the invoice is issued by 31 December 2028 at the latest. Other amounts apply to apartment buildings, heat-network connections and new houses (€3,000 for an air-to-water heat pump in a new single-family house). Separate aid exists for solar thermal systems, for adapting the existing heat distribution system (up to €2,000 or 50% of costs in a single-family house) and for removing an oil tank when an oil boiler is replaced (€1,500).
Main technical conditions for heat pumps
- Minimum COP under EN 14511: 3.1 at A7/W35 for air-to-water, 4.3 at B0/W35 for ground-source.
- An electricity meter and a heat meter; hydraulic balancing of the heating system.
- In existing buildings, a buffer tank of at least 30 litres per kW of thermal output, unless the heat pump modulates its speed or output.
- For air-to-water units, a sound power limit for the outdoor unit, documented by an acoustic assessment made before installation.
- The company that commissions the heat pump must request a reception from the Chambre des métiers within one month.
Application
- Private individuals and private-law legal persons can apply; the dwelling must be in Luxembourg. Used equipment is excluded, and an installation that received aid under the 2017 or 2022 schemes is not eligible again.
- The application is filed after the works, via MyGuichet.lu or form DEPA-2026, with paid invoices, the dated order and the technical sheet. It must be filed within four years after 31 December of the invoice year.
- For invoices issued from 1 January 2027, prefinancing is optional: a company registered as an intermediary applicant deducts the aid directly from your invoice.
- Check with your commune whether the installation needs a building permit.

Gas heating installations from 4 kW to 3 MW fall under the amended Grand-Ducal regulation of 27 February 2010 on gas installations. According to the Environment Administration's FAQ on heating regulations, gas installations need a periodic inspection every four years, and oil or solid-fuel installations every two years. The operator must request it, and heating installers holding a controller certificate can carry it out. The periodic inspection is distinct from routine servicing, although the two are often combined. Many manufacturers recommend yearly servicing; check your warranty terms.

Is VAT at 3% applicable to heating work in Luxembourg?
Heating installations are among the works that can qualify for the super-reduced 3% rate under the housing VAT scheme, instead of the standard 17%. The dwelling must be used as a main residence, by the owner or a tenant; for renovation, it has to be at least 10 years old when the works start, or the works must be completed within 5 years of buying it. A heat pump installed as the dwelling's heating system counts as a heating installation; there is no separate 3% regime for heat pumps. In a new build, 3% applies only to the owner's own main residence. The installer can invoice 3% directly only with an approval requested from the AED before the works start; otherwise 17% is invoiced and you can claim a refund. The tax benefit is capped at €50,000 per dwelling.
