Commune rules and condominium approval
Outdoor AC units in LU are visible installations that trigger commune and condominium regulation. This is the most under-budgeted line item in ductless AC quotes.
Commune regulation — the two standard regimes:
- Déclaration préalable de travaux (most LU communes including Luxembourg-Ville, Esch-sur-Alzette, Dudelange, Differdange). A one-page form with a photo of the intended outdoor unit location, dimensions and colour. Processing is 15–30 days at the service urbanisme; no fee in most cases. Visible heritage zones require additional views from the street.
- Autorisation de bâtir simplifiée (rarer, applicable when a unit is mounted > 4 m high or penetrates a load-bearing wall). Processing 6–10 weeks. Fee €50–€250 depending on commune.
Listed and heritage zones (zones protégées): Luxembourg-Ville old town, Vianden, Echternach, Grevenmacher old quarters require a visa from the Service des sites et monuments nationaux (SSMN). Outdoor units on primary façades are usually refused; the unit must be placed on a hidden courtyard wall, a flat roof, or concealed behind a louvre screen matching the façade colour. Expect 6–10 weeks for SSMN review.
Noise limits: LU noise ordinance restricts outdoor-unit sound to 55 dB(A) at the receiver property line during the day and 45 dB(A) at night. Modern Daikin, Mitsubishi, Panasonic units operate at 48–52 dB(A) at 1 metre; a wall-mounted screen, silent-block mount or placement behind a parapet usually brings the receiver-line reading under threshold.
Condominium (copropriété) approval: Mounting an outdoor unit on a common-part wall (façade, roof, light well) requires a general assembly resolution under LU condominium law. Two-thirds majority for visible outdoor installations; simple majority for installations within private lots. Typical approval timeline: align with the next AG (annual 1 meeting) or call an extraordinary meeting (cost €200–€500 for convening and minutes).
Rental properties: Tenants need written owner consent before installation. The standard LU lease gives the owner veto power over installations affecting the façade; if the tenant proceeds without consent the removal cost at lease end is their responsibility.
Practical budget add-ons:
- Commune dossier preparation (by frigoriste or architect): €150–€450
- Commune fees (if any): €0–€250
- Syndic extraordinary meeting: €200–€500
- SSMN consultation (heritage zone): €0 direct + 4–8 weeks timeline
- Wall-mounted acoustic screen: €280–€650
Timing implication: Budget 8 to 14 weeks between signing the frigoriste quote and installation start for non-heritage sites, or 12 to 20 weeks in heritage zones.
F-Gas, electrical and handover compliance
Three technical layers shape a compliant LU ductless AC install: F-Gas handling of refrigerant, electrical connection to AREL 2010 standards, and a documented handover.
F-Gas compliance (EU 517/2014): The LU frigoriste must hold a personal F-Gas Category I certificate (covering installation, maintenance and leak-testing of systems containing fluorinated or flammable refrigerants). The company must be registered with the Luxembourg F-Gas registry maintained by the Ministry of Environment. Each installation generates a déclaration F-Gas with refrigerant type (R32, R290), charge quantity in kg, leak-test results and operator identification. A copy belongs in the client dossier.
Every 12 months (or 6 months for charges over 5 kg), a leak-check visit is required on systems exceeding 5 tonnes CO₂-equivalent — for R32, this translates to roughly 7 kg charge. Most residential tri-splits carry 2–3 kg and are below the mandatory leak-test threshold but operators voluntarily include annual checks as part of a maintenance contract (€180–€280/year).
Electrical compliance (AREL 2010):
- Dedicated circuit from the main distribution board to the outdoor unit (16-amp, 2.5 mm² minimum)
- Disconnection isolator within 1 metre of the outdoor unit (outside the protected zone)
- Differential protection 30 mA
- Earthing continuity verified at receipt of works
The frigoriste coordinates with the electrician if a new circuit is needed. Adding a circuit to a full tableau is €180–€450; upgrading from a 40-A to a 63-A main is €400–€800.
Handover pack (PV de réception) contents:
- Signed F-Gas installation attestation
- Serial numbers of all units with manufacturer warranty registration
- Commune permit reference (Déclaration préalable number or building permit number)
- Condominium resolution reference if applicable
- Refrigerant charge quantities per indoor unit
- Pressure and vacuum test results (in mbar or Pa)
- Commissioning screenshot (cooling and heating modes tested)
- User manual in preferred language
- Maintenance schedule recommended
- Payment receipt with invoice breakdown net + TVA + TTC
Warranty:
- 5 years on equipment from major brands (Daikin, Mitsubishi Electric, LG, Panasonic)
- 2 years on installation (workmanship)
- Décennale on any structural penetration (wall chase, roof penetration)
Non-compliance consequences: A non-F-Gas installer cannot legally charge refrigerant into a sealed circuit. Absence of the F-Gas attestation voids the equipment warranty with the manufacturer. A commune non-compliance citation on an unauthorized outdoor unit can result in removal orders and fines of €500–€2 500.
TVA 17 % vs. 3 % — the logement.lu bundle
TVA on ductless AC installation in Luxembourg defaults to 17 %. The 3 % super-reduced rate applies when the installation is bundled into a primary-residence renovation (age > 2 years), the work is filed under logement.lu with the certificat de logement issued before works start, and the AC is installed as part of an integrated system improvement (e.g., envelope insulation + heat-pump AC for heating shoulder seasons).
Rate decisions in practice:
- AC-only install on primary residence > 2 years: 17 % — a cooling-only retrofit rarely qualifies
- AC install as part of envelope renovation (wall insulation + heat-pump split for shoulder-season heating): 3 % — the integrated system meets the logement.lu criteria
- AC install replacing an old oil boiler in a hybrid configuration (PAC air-to-air + backup resistance): 3 % — heating-improvement case
- AC install on a second home, commercial premises or rental (non-primary): 17 %
- AC install within 2 years of a property purchase when the previous owner had already certified a logement.lu renovation: 17 % (the certificate is owner-specific and cannot be re-used)
Rate comparison on a €6 100 net tri-split:
| Line | Net | TVA 17 % | TVA 3 % |
|---|---|---|---|
| Equipment supply | €2 800 | €3 276 | €2 884 |
| Refrigerant lines, accessories | €420 | €491 | €433 |
| Electrical connection | €380 | €445 | €391 |
| Installation labour and commissioning | €1 900 | €2 223 | €1 957 |
| Commune dossier | €280 | €328 | €288 |
| Wall repair and decor reinstatement | €320 | €374 | €330 |
| Total | €6 100 | €7 137 | €6 283 |
Saving of €854 on the same work, which covers typically the Wi-Fi modules and annual maintenance year one.
Requirements for 3 %:
- Property older than 2 years at the start of works
- Certificat de logement issued by the Administration de l'Enregistrement on logement.lu
- Maximum 3 % rate applies on labour plus materials; this differs from some FR/BE schemes
- The client's primary residence (domicile fiscal) at the time of the invoice
- The invoice itemises the certificat reference number
The critical step: File the certificat de logement on logement.lu at least 6 weeks before the installation date. Applying after the invoice is dated is not accepted.
How to compare three frigoriste quotes
Ductless AC quotes in LU can vary by 30 % for the same apartment because the cooling load calculation and equipment selection differ. The comparison requires standardisation.
The six checks:
- Cooling load calculated per room. Standard LU practice is a BTU calculation using ASHRAE or EN 12831 methods — not a rule of thumb. The quote should show BTU per room based on surface, orientation, glazing, insulation and occupancy. A quote sizing every room to the same BTU is a red flag.
- Equipment brand and exact model. Daikin FTXM, Mitsubishi MSZ-AP, LG Artcool, Panasonic Etherea are the LU market leaders. Specifying model generation matters — same power rating at different SEER ratings gives 20 % energy differential.
- SEER and SCOP ratings disclosed. Seasonal Energy Efficiency Ratio (cooling) and Seasonal Coefficient of Performance (heating) are the running-cost numbers. Look for SEER ≥ 7.5 and SCOP ≥ 4.5 on mid-range models.
- Refrigerant type and charge quantity. R32 is the LU 2026 standard. R290 in some Daikin models is even better on GWP. The quantity per unit should be listed.
- Commune dossier line. Either included (€150–€350) or explicitly excluded with client responsibility stated. Avoid "verbal" promises to handle it.
- F-Gas registration numbers. Personal technician number and company registration number on the quote.
A standard briefing pack for three quotes:
- Floor plan with room surfaces
- Glazing surface and orientation per room
- Insulation status (year of construction, known upgrades)
- Occupancy pattern (WFH vs. daytime empty)
- Heating and cooling preferences (set-points)
- Existing electrical tableau photo
- Façade photo for outdoor unit placement
- Intention to bundle with logement.lu renovation (yes/no)
- Condominium status (private house vs. apartment)
Three quotes on this pack land at ±15 %. Wider spreads mean different equipment brands or wider inclusion/exclusion of commune dossier. Normalise by asking each to quote the same Daikin or Mitsubishi model reference — the gap collapses to 10 %.
Payment structure (LU standard):
- Equipment deposit: 30 % on order
- Mid-installation draw: 40 % at end of day 1 (outdoor unit mounted, electrical ran)
- Balance: 30 % on handover with signed PV de réception
Avoid quotes requesting 100 % upfront or quotes with "all-inclusive" pricing that hides the equipment breakdown.
Ductless AC installation in Luxembourg costs €2 200 to €9 500 all-in in 2026, with zones driving the range: €2 200–€3 500 mono-split, €4 000–€6 000 bi-split, €5 800–€7 500 tri-split, €7 400–€9 500 quad-split. Reversible R32 heat-pump technology now dominates. TVA is 17 % stand-alone and 3 % when bundled into a logement.lu primary-residence renovation — €700–€1 200 saved on a typical tri-split. F-Gas certification is mandatory (EU 517/2014) and the company must be on the LU F-Gas registry; commune notification is required for visible outdoor units in most LU communes, and SSMN visa in heritage zones. Fynd.lu lists declared frigoristes with F-Gas registration, Autorisation d'établissement, manufacturer brand partnerships (Daikin, Mitsubishi Electric, LG, Panasonic) and décennale cover — request three quotes on a standard pack covering room surface, glazing, orientation and TVA position, then normalise on an identical equipment model to compare the installation skill, not the brand markup.
